The Tire Rack SCCA Time Trials Regional Tour is an engaging, accessible and inclusive local event designed to give enthusiasts the chance to push limits on track, to experience cars bound only by budget and imagination and to enjoy off-track social activities featuring food, media, photography and fun. Camping at the track is encouraged, friends and family are welcome and food and drink are available on site. 


FAST FACTS

ON-TRACK, drivers will tackle the 1.945-Mile Portland International Raceway and vie for the best single lap during TimeAttack lapping sessions. The best time from one of the three TimeAttack sessions will be  determine finishing order, with the top three in each class, along with the top three overall, standing on the KONI Podium and taking home the trophies.

A. GENERAL RULES: This event is governed by the 2024 SCCA Time Trial Rules (TTR), National Competition Format and National Classing as outlined at timetrials.scca.com plus the rules and procedures found on this page.

B. PASSING & TRACK PROCEDURES: Groups will use the suggested passing rules and procedures for Novice, Intermediate and Advanced Drivers as outlined in the “Rules of The Track” section found at timetrials.scca.com.

C. CLOTHING: Drivers are required to wear the minimum clothing outlined in the SCCA Time Trials Rules or as required in the specific track rules for their car and class. Safe apparel must be worn in the pits at all times (shirts and closed toe shoes). Crew members on pit lane must display their event credentials at all times while on pit lane.

D. PACED LAPS: Paced Laps are intended for Novice Drivers and Drivers who have never seen the track. Other drivers may join with permission of their group's driver coach if they join at the back and track density permits.

E. PIT LANE: The speed limit on pit road is 25 mph. No tire scrubbing in the pit lane prior to entering the course.

F. IMPOUND: Drivers will report to impound for post-session debriefs immediately following each session.

G. RESULTS: Live timing will be available during the event at timetrials.scca.com. Provisional and final results will be posted at the Event Center. Additionally, final results will be posted to timetrials.scca.com no later than seven days following the completion of the event.

H. FLAG PROCEDURES: Black Flag Station and other event-specific flagging procedures will be announced at the event.

I. SCALES: Location and Requirements will be available at check-in.

J. EVENT SCHEDULE: Actual session start times may be delayed from the published schedule due to unforeseen circumstances during the event. It is the driver’s responsibility to listen to the PA system and pay attention to activity on track. The schedule or run groups may only be changed (or start times advanced) at the discretion of the Competition Director, with concurrence by the Event Lead, depending on pre-race entry counts or as needed to accommodate situations during the event.

K. COMMUNICATIONS: Radio frequencies used by event officials may be monitored but shall not be used for communication by any participant.

A. DRIVER ELIGIBILITY: The event is open to all drivers with a valid state driver's license and a full membership to the SCCA.  If you don't have a membership you can join when you register.

B. TIME TRIALS LICENSES: It will help if you have one, but it's OK if you don't. Event officials will work with you to make sure you get one fitting your experience level at the event. (No charge.)

C. MEDICAL: Please notify the Officials of any pertinent medical condition(s). Any participants involved in an accident in which there is significant damage or any injury, or at a race official’s discretion, MUST present themselves or be transported to the track medical facility for evaluation. Off-site medical transportation fees may apply.

D. MINOR DRIVERS: Drivers 16- and 17-years-old, with a state-issued driver's license can compete, but there is some extra paperwork. Please contact Officials before the event and get approval from the Event Lead.

A. VEHICLE ELIGIBILITY: Competition is open to all vehicles conforming to the National Time Trials Classes. Some tracks do not allow Electric Vehicles. Please refer to Track Information to verify EV eligibility.

B. DECALS: All cars must have Tire Rack SCCA Time Trials National Tour decals and any required partner decals visibly placed on each side of the vehicle and a Tire Rack windshield banner at the top of the front windshield. Decals will be provided free of charge and may be obtained at registration and/or tech. C. TECHNICAL INSPECTION: All vehicles must be presented at tech to turn in tech forms and pass the event safety inspection (Tech) if required prior to any on-course participation. Tech may also check event sponsor decal requirements and verify compliance of Vehicle Identification. Competitors are cautioned that vehicle/identification color combinations such as red/black, red/blue, and white/silver do not have adequate contrast.

D. TIMING & SCORING: All cars are required to use fully operational Westhold, MyLaps/AMB TranX260 or X2 transponders. The driver is responsible for providing correct information to Timing & Scoring. Non-functioning transponders will likely result in the loss of times.

E. RENTAL TRANSPONDERS: Rental transponders are available through registration.

A. TRACK ENTRY

Participants wanting to store their vehicles/trailers/equipment or camp at the track on Friday night will be charged a $20 overnight fee, which can be paid to the security person at the gate when you enter.

B. FUEL AT PORTLAND INTERNATIONAL RACEWAY

The following Sunoco Fuel will be available for the SCCA Time Trials to competitors who contact fuel vendor Bits & Pieces before May  27th.  and the following products are available. 

Sunoco SS100 100 octane unleaded with ethanol

Sunoco 260GTX 98 octane, unleaded with no ethanol

Sunoco 110 leaded race fuel

Sunoco 112 leaded race fuel

Premium 92 R+M/2 octane unleaded (ethanol free)

Trackside Service Hours for fuel will be on Saturday June 8 and Sunday June 9 from 7:30am - 3:00pm each day.

C. PIT AREA REGULATIONS:

1. Absolutely NO SMOKING is permitted in the area of the hot pits.

2. Speed limit in the North Paddock hot pit lane is 25 MPH and will be enforced. Speed limit begins at the outer K wall, driver’s left upon entrance to the hot pit, and ends past the outer K wall driver’s left by the Pit Out official.

3. Cars stopping for tire pressure checks or other maintenance work along the hot pit wall to the east of the paddock entrance, must exercise extreme caution when re-entering pit lane traffic to access the track or to enter the paddock. Cars stopping along the hot pit wall west of the paddock entrance may make a lap of the track if their session is still green and re-enter the hot pit area or may be pushed back by crew members to the paddock entrance.

4. Cars may not be driven counter course or in reverse.

5. Cars may stop only in designated Hot Pit area clearly marked between the signs. This area is approximately 120 feet east and 120 feet west of the paddock entrance in the K-wall driver’s right.

D. PADDOCK AREA REGULATIONS

1. Paddock speeds of racecars, support vehicles, and other conveyances must be safe and prudent for current conditions.

2. The use of all types of conveyances in the paddock is a privilege and may be withdrawn at the discretion of the Race Director. Riding on the outside of any car is prohibited.

3. Children under 12 years of age are required to be under the direct supervision of an adult at all times.

4. Use of bicycles, roller skates, scooters or other conveyances by children under 12 years of age is specifically prohibited.

5. Fire extinguishers are required for each paddock space. It is strongly recommended that competitors have a crew member holding a fire extinguisher, in addition to the fire safety equipment on board the racecar, while refueling.

6. All electrical cables in the paddock must be firmly secured to the ground. No electrical cables are permitted on the ground between the pit lane exit to the paddock and Impound while cars are on course. Officials may require that cables be removed from traffic areas.

7. Modifications or alterations to electrical services at the track are prohibited.

8. Drivers are requested to minimize urban sprawl and efficiently and considerately use space in the paddock area to allow room for other competitors. Trailers not acting as support vehicles and personal (street legal) cars should be parked away from the paddock area to leave room for competitors and race cars.

E. ALCOHOL and FOOD CONSUMPTION

1. NO PERSONAL ALCOHOL MAY BE BROUGHT INTO PIR. PIR IS A LIQUOR-LICENSED FACILITY. THE OLCC (OREGON LIQUOR CONTROL COMMISSION) DOES PERFORM INSPECTIONS. THE SCCA CAN LOSE THE ABILITY TO HOLD EVENTS AT PIR FOR ALCOHOL VIOLATIONS.

2. Be advised that no food may be distributed at PIR without prior arrangement with PIR sanctioned concessions. Food may be brought in for personal use only.

F. DAMAGE TO PIR FACILITY AND DEBRIS LEFT BEHIND:

1. Drivers may be held financially responsible for damage to PIR facilities (i.e., guard rail, etc.) due to off-course excursions or other incident.

2. The SCCA is charged for cleanup of the paddock area, drivers and crews are to leave PIR clean. Garbage is to be placed in proper 3. receptacles, and it is imperative that participants leave their paddock areas without clutter (i.e., tires, loose garbage, etc.)

4. Tires are to be removed from PIR by the competitors as there is no provision for their disposal at PIR. No oil barrels are provided at PIR.

5. Hazardous wastes, including oil, solvents, brake clean, brake fluid, antifreeze, etc., must be taken with you when you leave PIR.

G. NOISE REGULATIONS:
Per PIR policy, no race car engines may be turned on before 8:00 AM for starting and 8:30 AM for revving.

1. Oregon State law requires functioning mufflers to be used at PIR.

2. Sound level measurements will be made on all cars as early as possible during the practice sessions.

3. PIR HAS A STRICT SOUND/NOISE POLICY PER CITY OF PORTLAND CODE. Cars exceeding a sound level of 102.99 dbA or cars losing mufflers that result in a noise violation will be shown the Black Flag immediately. Proceed to the Black Flag station near the entrance to the pit lane – this is mandatory. Drivers are given one opportunity to make modifications or repairs to be below the limit. Repairs or alterations made in the pit or paddock areas to lower the sound level must be approved by the Officials before re-entering the track. Sound-control officials must be informed when a car returns to the track so that a new sound level reading may be made quickly. A second violation will mean a car will be removed from the event for the rest of the day.

On a following day, the vehicle in violation must re-tech, show what was done to remedy the violation, pass tech, and be re-checked on course via the sound monitor. If the vehicle fails again, it is disqualified from the entire event.

Failure to follow this procedure or failure to enter the pit area promptly on a Mechanical Black Flag for a sound level violation may result in a disciplinary action (disqualification and/or fine).

A. PAYMENTS, WITHDRAWALS & REFUNDS: Credit card payment is required for online registration. A full refund will be given for cancellations made 2 weeks before the event start date. A $150 cancellation fee will be charged for cancellations made within 2 weeks of event start date.
